CHAPTER 70. THE UNIVERSITY OF TEXAS AT DALLAS
§ 70.01. UNIVERSITY AUTHORIZED. The Board of Regents of The University of Texas System shall establish and maintain a state-supported general academic institution of higher education to be known as The University of Texas at Dallas. Acts 1971, 62nd Leg., p. 3164, ch. 1024, art. 1, § 1, eff. Sept. 1, 1971. § 70.02. LOCATION. The board shall locate The University of Texas at Dallas on a site, to be selected in Dallas County, consisting of not less than 250 acres of land that shall be donated for that purpose without cost to the State of Texas. The site may extend into any county adjacent to Dallas County. Acts 1971, 62nd Leg., p. 3164, ch. 1024, art. 1, § 1, eff. Sept. 1, 1971. § 70.03. COURSES AND DEGREES. (a) The board may prescribe courses leading to customary degrees offered at leading American universities and may award those degrees. It is the intent of the legislature that those degrees include bachelor's, master's, and doctor's degrees, and their equivalents. (b) No department, school, or degree program shall be instituted except with the prior approval of the Coordinating Board, Texas College and University System, or its successor. (c) Initial programs and departments shall be limited to those which existed in the Southwest Center for Advanced Studies on September 1, 1969. Approval of these programs, their expansion, and initiation of other programs shall be recommended by the board of regents and approved by the coordinating board. Acts 1971, 62nd Leg., p. 3164, ch. 1024, art. 1, § 1, eff. Sept. 1, 1971. § 70.04. RULES AND REGULATIONS; JOINT APPOINTMENTS. The board may adopt other rules and regulations for the operation, control, and management of the university that are necessary for the conduct of the university as one of the first class. The board is specifically authorized to make joint appointments in the university and in other institutions under its governance. The salary of any person who receives a joint appointment shall be apportioned to the appointing institutions on the basis of services rendered. Acts 1971, 62nd Leg., p. 3164, ch. 1024, art. 1, § 1, eff. Sept. 1, 1971. § 70.05. PROGRAMS AT OTHER UNIVERSITIES. It is the intent of the legislature that existing programs leading to undergraduate and graduate degrees at the University of North Texas, Texas Woman's University, East Texas State University, and The University of Texas at Arlington shall never be placed at a disadvantage, curtailed, or restricted from orderly and proper expansion for any cause attributable to the establishment of, or the curricular objectives for, The University of Texas at Dallas; and that these universities shall not, as a result of the establishment of The University of Texas at Dallas, be handicapped in realizing their full potentials in quantity or quality for developing additional undergraduate and graduate programs which may from time to time be authorized by the coordinating board. Acts 1971, 62nd Leg., p. 3165, ch. 1024, art. 1, § 1, eff. Sept. 1, 1971. Amended by Acts 1987, 70th Leg., ch. 1070, § 6, eff. May 15, 1988. § 70.07. GRANTS AND GIFTS. The board may accept and administer, on terms and conditions satisfactory to it, grants or gifts of property, including real estate or money, that may be tendered to it in aid of the planning, establishment, conduct, and operation of The University of Texas at Dallas, and in aid of the research and teaching at the university. The board may accept from the federal government or any foundation, trust fund, corporation, or individual donations, gifts, and grants, including real estate, buildings, libraries, laboratories, apparatus, equipment, records, or money for the use and benefit of the university. Acts 1971, 62nd Leg., p. 3165, ch. 1024, art. 1, § 1, eff. Sept. 1, 1971. § 70.08. UNDERGRADUATE ADMISSIONS. (a) The board of regents of The University of Texas System may provide for the admission and enrollment of not more than 2,000 entering freshman students at The University of Texas at Dallas. (b) The board may provide for the admission of undergraduate transfer students with less than 54 semester hours of college credit at The University of Texas at Dallas as provided by this section. The board shall control the admission and enrollment of entering freshmen and of undergraduate transfer students with less than 54 semester hours of college credit in a manner that ensures that the enrollment of students classified as freshmen and sophomores at the institution does not exceed 5,000, except as provided by Subsection (c) of this section. (c) For each academic year, in addition to the enrollments targeted by the academic plan for that academic year, The University of Texas at Dallas may admit an additional number of students equal to not more than four percent of the targeted number if those students are classified as sophomores, have earned more than 29 but less than 54 semester hours of college credit at a community college in the Dallas or the Collin County Community College district, and otherwise meet the minimum criteria for transfer admission to The University of Texas at Dallas. This subsection does not limit or otherwise affect the enrollment of students at The University of Texas at Dallas who have earned semester credit hours at a community college in the Dallas or the Collin County Community College district and who otherwise compete successfully for admission and enrollment at The University of Texas at Dallas. (d) It is the intent of the legislature that minority students be full participants in the educational opportunities created by the admission of lower-division undergraduate students to The University of Texas at Dallas primarily in programs leading to degrees in natural sciences, mathematics, and engineering. Therefore, until the minority student populations at The University of Texas at Dallas are fully representative of the state's minority populations, the board shall cause to be set aside for each academic year from among the enrollments targeted by the academic plan for that academic year a number of enrollments equal to not less than five percent of the targeted number, and those enrollments are to be reserved exclusively for admission of minority students. (e) The board shall develop policies for undergraduate admission to The University of Texas at Dallas that emphasize the admission and enrollment of lower-division students who intend to enroll in academic programs leading to degrees in natural sciences, mathematics, or engineering. Nothing in this section prohibits a public senior college or university in the North Texas region from creating and developing undergraduate and graduate programs in the areas of natural sciences, mathematics, and engineering. (f) At a minimum, in addition to other qualitative criteria that the board may establish, the board shall provide that the admission criteria for entering freshmen and for transfer students with less than 54 semester hours of college credit be no less stringent than the criteria for admission to The University of Texas at Austin for those students. (g) The board shall continue to provide for the admission at The University of Texas at Dallas of undergraduate transfer students with 54 or more semester hours of college credit. The admission criteria effective on March 1, 1989, for those students may continue in effect but may be amended from time to time by the board. In amending those criteria, the board shall consider that one of the primary missions of The University of Texas at Dallas is to serve those students who have received freshman-level and sophomore-level undergraduate instruction at community colleges located in the surrounding area. (h) This section does not affect the criteria for admission to graduate programs at The University of Texas at Dallas. (i) In this section, the number of students is determined by head count.
