Upon completion of a program evaluation, the unit shall prepare a final draft report of its findings, including any recommendations and alternative recommendations for action including statutory changes. The unit director shall forward the draft report concurrently to the committee and to the agency director. The communication to the agency shall invite review and written response and shall prohibit release of any part of the draft report to any person outside the agency. The agency shall be allowed thirty calendar days from date of receipt of the draft report to provide a written response to the draft report to the committee. Any written response received from the agency shall be attached to the unit report as an addendum for consideration by the committee. Following receipt of any written response from the agency, the unit director shall review the response, prepare a brief written evaluation of it, and forward the evaluation to the committee for review.
